Each year, the Sustainability in Prisons Project’s (SPP) Taylor’s Checkerspot Butterfly Program rears thousands of endangered caterpillars for reintroduction to the wild. Incarcerated technicians at Mission Creek Corrections Center for Women (MCCCW) shepherd these rare butterflies through each of their four life stages—eggs, larvae, pupae, and adults. The transition from winter to spring is an exciting time for the program because that’s when all the action happens: the larvae wake up and begin to eat, followed shortly by pupation, adult emergence, and captive breeding.
Taylor’s checkerspots are adult butterflies for only about 5 weeks during the spring, so things happen fast; now that we’re nearing the end of “flight” season, it all feels like a white and orange blur! And yet, a lot has happened in the past few months. Two new butterfly technicians joined our team, ~2,800 post-diapause larvae were sent to Joint Base Lewis-McChord for release, 225 adult butterflies eclosed in the lab, and technicians hosted site visits for some of our most valued partners (including one very special guest). To top it all off, the MCCCW butterfly crew celebrated their most productive breeding season to date!

A few caterpillars remain in the MCCCW lab where they will mature to produce some of the program’s next batch of eggs. Here, a few caterpillars get fat and happy as they prepare for pupation. A group of fifteen caterpillars can eat up to eight Plantago leaves per day! Technicians have to feed them constantly to keep up with their appetites.
Once they have reached the appropriate size, caterpillars crawl to the top of their mesh enclosure and hang in a ‘J’ shape before transforming into a chrysalis. Pupation is such a strange and beautiful process to behold, and MCCCW technicians get to watch it happen right before their eyes.

Dennis was the first SPP coordinator and Carolina was one of the original incarcerated technicians, and the part she played in shaping the program is legendary. Carolina returned to MCCCW and share valuable words of encouragement with the current technicians. It was a great opportunity to present Alexis Coleman, Nichole Alexander, and Susan Christopher with their Butterfly Rearing and Research Specialist certificates.
About three weeks after pupation, butterflies begin to emerge from their chrysalises. This is a rewarding moment for the butterfly technicians, but it also means more work! Each butterfly needs to be fed honey from a Q-tip, weighed on a scale, photographed, identified as male or female, and placed in the appropriate enclosure.
Technicians pair male and female checkerspots based on their genetic lineage. Males and females are introduced to each other in these mesh tents. The butterflies were very cooperative this year, wasting no time in consummating the match.
Mated pairs are removed from the breeding tents. Technicians then place the female butterflies on Plantago plant for egg-laying. The male gets to go hang out with his buddies until they are released into the field.
A mated female lays eggs near the base of Plantago lanceolata. In the wild, this is a great place to keep the eggs safe from harm, but in the lab, eggs laid this way pose a challenge for technicians. They will have to use a tiny paintbrush to remove these fragile eggs and transfer them to a 5.5oz cup where they will eventually hatch.

This year was the most productive breeding season to date for MCCCW: our captive-bred butterflies laid over 7,000 eggs! This is great news for the program and for species recovery in the field, and the technicians at MCCCW should be proud. Their contributions are vital to restoring Taylor’s checkerspot populations in Washington State.

We started in the EVM greenhouse, where we discussed past mat production and future production potential. Last year, we produced and installed more than 100 mats at south Puget Sound restoration sites! The technicians described how the system works, and we all stopped to marvel at the fish—about 130 koi provide most of the nutrients absorbed by the wetland mats.

Technician Brian Bedilion, who has worked for the EVM program since its inception in 2016, explained how working for SPP has impacted his self-confidence and goals for his future. His creativity and ability to troubleshoot on-the-fly have been integral to the success of the EVM program. Brian went home on April 13; we wish him the best, and hope to see him in the field!

After touring the EVM greenhouse, we went inside the fence to see the prairie conservation nursery, gardens, and other sustainability programs hosted by Stafford Creek. Every living area has dedicated garden space for its residents. A larger space outside the education building is intended for men serving life sentences, and is known as the Lifer Garden. The Lifer Garden and one other at Stafford Creek grow produce for local food banks. Last year, incarcerated individuals at the prison grew and donated almost 12,000 pounds of produce!

The tour ended with visits to the shop areas, where partners saw bicycle and wheelchair repair. Like all the other programs we saw at Stafford Creek, these programs bring together partners to create something of value for the benefit of our environment and our communities.
Historically, bighorn sheep were widespread in western North America. By the turn of the 20th century, populations had dwindled to near extinction, and recovery efforts were needed to bring them back from the brink. Today, the biggest threat to bighorn sheep is pneumonia triggered by a bacteria called Mycoplasma ovipneumoniae, or M. ovi for short. The bacteria is commonly carried by domestic sheep and goats. While the pathogen usually leads to only mild sickness or lower rate of weight gain in domestic animals, it can be lethal to wild bighorn sheep. Raising M. ovi-free domestic sheep can protect wild bighorn sheep from the devastating pathogen.

In 2015, Dr. Richard Harris with the Washington State Department of Fish and Wildlife (WDFW) introduced the idea of a pilot program to breed M. ovi-free domestic sheep to Sustainability in Prisons Project (SPP) leadership. SPP coordinates other conservation programs rearing endangered Taylor’s checkerspot butterflies, caring for western pond turtles, and propagating native plants. Dr. Harris suggested adding the pilot program to benefit wild bighorn sheep recovery, while also offering incarcerated program participants education and training.
Areas where private domestic and wild bighorn sheep herds are at risk of contact have been identified. Owners of these domestic herds are the most important market for M. ovi-free sheep. Currently, there are no private domestic sheep breeders that specialize in raising M. ovi-free animals. The prison program aims to develop protocols to share with sheep breeders who want to join the effort.

In the fall of 2017, 16 Suffolk sheep—15 ewes and one ram—arrived at their tidy, new home in Washington State Penitentiary (WSP). Sheep husbandry tasks include the day-to-day care of the sheep. Under the care of incarcerated people, and with the support of animal husbandry experts, corrections staff and veterinarians, the small flock has thrived. Program partners include WDFW, SPP partners at Washington State Department of Corrections and the Evergreen State College, and local sheep husbandry experts. Washington State University provides critical contributions in the form of pathogen testing and program guidance.
The recent arrival of spring brought the program’s first lambs. So far, the program has welcomed 20 new babies. With the guidance of sheep husbandry experts, Jerry Kjack and Gerry Glenn, incarcerated program participants conduct a health check just after lambs are born. The health checks are done to ensure lambs are properly nursing and to clean the umbilical cord area. In rare cases, a lamb requires extra care, including tube or bottle feeding. One ewe and her lambs needed extra care and were transported inside the secure perimeter of the prison to receive extra support from program technicians. Each mother produces twins and a few more are expected before the spring is over.

Incarcerated program participants caring for the sheep receive education and training on sheep husbandry, bighorn sheep ecology, wildlife management, and related vocational and educational opportunities. Investing in education and vocational training for incarcerated people can improve community safety and reduce recidivism. Additionally, meaningful work and activities maintain facility safety by reducing idleness. The program provides everyone involved with satisfying opportunities to contribute to wildlife conservation.

Prior to delivery, we rolled up the mats and let them drain for 24 hours. Even with reduced water, each mat weighs about 60 pounds when it is delivered—healthy roots and shoots are heavy!
Each mat contains a combination of native wetland plants: spreading rush (Juncus supiniformis), tall mannagrass (Glyceria elata), and creeping spike-rush (Eleocharis palustris). The mats were produced in Stafford Creek Corrections Center’s aquaponics greenhouse by a team of corrections staff, incarcerated technicians, and SPP-Evergreen staff.

At each site, the mats are arranged in squares, three meters on each side. Staff and volunteers from JBLM and CNLM prepared the sites using a variety of combinations of herbicide, mowing, and solarization to remove the reed canarygrass; on the day of mat installation, they removed dead grass and root material with weed cutters making it easier for the plants in the mats to make contact with soil and establish themselves quickly. Teams will revisit each square to determine which of the various reed canarygrass treatments best allowed the native wetland species to take hold.

Will the coconut coir mats prevent reed canarygrass from growing back? Will the native plants grow quickly enough to establish healthy populations, competing for space with the reed canarygrass? Stay tuned to find out!

Inmates at Mission Creek Corrections Center for Women (MCCCW) continue to amaze us. Each year, a group of dedicated technicians raise and release thousands of federally-endangered Taylor’s checkerspot butterflies. Not only do these technicians follow rigorous laboratory protocols, they develop their own personal expertise and remain adaptive to the myriad challenges of animal husbandry.
This year we were lucky to have three returning technicians on the team. Jessica Stevens, Cynthia Fetterly, and Susan Christopher have completed multiple seasons in the butterfly lab and they have an in-depth understanding of each life stage. Their experience has taught them how to read these animals down to the finest details, like determining the “instar” of a growing caterpillar or predicting how the weather might influence adult mating behavior. Returning technicians play a crucial role, and it is equally important to recruit new participants. This winter we welcomed Nicole Alexander and Alexis Coleman to the butterfly crew and they began their crash course in Taylor’s checkerspot rearing. By the end of the flight season, Ms. Alexander and Ms. Coleman were well-versed in everything from pupation to egg collection!
Thanks to all of the staff from WA Department of Corrections and MCCCW who work tirelessly to coordinate this program. And of course, we wouldn’t be here without support from the Oregon Zoo and Washington Department of Fish & Wildlife. It means a lot to have zookeepers and biologists coming to MCCCW and giving incarcerated technicians the confidence to work with this fragile and beautiful species.

The adult life stage is a critical period in the captive rearing program. Technicians conduct dozens of breeding introductions each day, keeping track of each individual’s “matriline” in order to maintain genetic diversity.

It’s hard to deny the charm of the Taylor’s checkerspot butterfly. We extend our gratitude to the technicians at MCCCW who continue to prove that incarcerated people can make a difference in conserving biodiversity.

From a tilapia farm to a wetland plant nursery, the aquaponics house at Stafford Creek Corrections Center has experienced major transformations over the past year. Creating a new program brings many challenges, particularly when we start from scratch with no existing model to imitate. Careful monitoring and teamwork means we can meet those challengers, and constantly improve the system.
What’s in a Name?
We often call our program the EVM, a name that rolls easily off the tongue. But not everyone knows that EVM stands for Emergent Vegetated Mat, or what an Emergent Vegetated Mat even is! To meet this challenge, EVM program technicians receive training in wetland ecology, plant propagation, and aquaponics, and are capable of explaining what we do to anyone who asks.
Technicians learned about the functions of wetlands, such as water holding capacity demonstrated by peat pods, and phytoremediation: the ability for wetland plants to absorb and transform pollutants.
Ecosystem Balance
Our aquaponics system relies on symbioses among fish, bacteria, and plants; for the system to thrive, maintaining optimal water quality is a constant concern. The aquaponics unit is a living system which can, at times, be unpredictable. Technicians monitor water quality daily, looking for changes in dissolved oxygen, ammonia, nitrate, and pH that could indicate a problem. Solutions to an imbalance can be as simple as increasing the water flow to plants, or as complex as adding a new heating system. With time and experience, we have learned how to increase the stability of the system through understanding the specific needs of the living things it supports.
Technicians monitor water quality with aquarium test kits. Occasionally water is taken back to The Evergreen State College‘s laboratory and tested there to make sure the kits are taking accurate readings.
Critter Control
Any nursery will eventually experience a critter invasion. Red-legged frogs and spiders are frequent visitors to the facility, as are less desirable critters like aphids. Technicians use low-impact methods to keep pests at bay, such as manual removal or biodegradable soap. As you can see, our plants are thriving (and the frogs are happy)!

Washington’s winter was exceptionally cold and wet this year, posing unique challenges for SPP’s Taylor’s checkerspot rearing program. After a deceptive warm spell, the butterfly technicians at Mission Creek Corrections Center for Women (MCCCW) brought the caterpillars out of winter diapause only to find that spring was yet to come! Temperatures plummeted and constant rainfall postponed the larval release that typically follows within a few weeks of wake up. But in spite of this delay, technicians patiently fed and nurtured over 3,000 hungry caterpillars as we waited for weather to improve.

Everyone (including the caterpillars) thought it was time for spring. But winter returned with additional snowfall at the MCCCW rearing facility.

When environmental conditions finally improved, SPP transported the caterpillars to field sites for release. Our partners at Washington Department of Fish and Wildlife (WDFW) were happy to see healthy and active larvae crawling about in the sunny weather. Sadly, the women from MCCCW were unable to attend the release this year, but their efforts in the lab were recognized as critical in transitioning these larvae from captivity to the wild.

In all, about 2,500 Taylor’s checkerspot larvae made it out to Salish lowland prairie reintroduction sites where they continue to support the recovery of this endangered species and their habitat.

In SPP’s new Emergent Vegetation Conservation Nursery at Stafford Creek Corrections Center, we are growing native wetland plants in coconut fiber mats for wetland restoration projects. The program relies on a team effort from incarcerated technicians, prison maintenance staff, Evergreen’s program coordinators and managers, Joint Base Lewis McChord, the Center for Natural Lands Management, Washington Department of Fish and Wildlife and the United States Fish and Wildlife. All have done an amazing job meeting the challenges of the innovative program’s technical demands.

Coconut fiber mats, or “coir” mats, are commonly used in restoration for erosion control and suppression of weeds such as reed canarygrass. We are pre-planting them with wetland sedges and rushes, giving those beneficial plants a head start under nursery conditions. These plant types are known as “emergent” for their ability to grow through—emerge from—the water’s surface. Our hope is that the plants will be able to out-compete weeds and provide superior habitat for wildlife, such as the endangered Oregon spotted frog.
To grow the plants, we are using an aquaponics system. Two large fish tanks contain more than 100 koi, which produce waste that the plants use as nutrients. The water from the fish tanks circulates through the plant beds and then back to the fish tanks to pick up additional nutrients. The plants grow directly into the coir mats and do not need soil. By using an aquaponics system, we save water and reduce the need to weed or fertilize the plants.
We installed the first mats at Joint Base Lewis McChord in early November, and plan to have new mats ready in just a couple of months.

One particularly adorable turtle who recently arrived at Cedar Creek.
During this waiting period, the turtles received acute care for shell disease, which included antibiotics, antifungal medication and shell surgery. The turtles that have arrived have completed treatments and just need watchful eyes and extra time to heal and wait out the winter months. The technicians provide all of this and more. They were excited to have new turtles to care for and prep for their eventual release back into the wild!

I delivered the turtles with the help of WDFW biologist, Emily Butler, to Cedar Creek on Monday November 1st and just this Monday Larch received their turtles. We were honored to have Dr. Matt Brooks, a nutritionist from the Oregon Zoo, to help us transport the turtles to Larch. This was Dr. Brooks’ first visit to the turtle program. He is helping us to improve turtle health by increasing the nutritional value of their diets. We are so thankful for his help, as we are always looking for ways to improve the quality of care provided to these endangered turtles. Thank you Dr. Brooks!

On Monday October 3rd, turtle 4176 was released from the Turtle Rehabilitation program at Cedar Creek Corrections Center . She had been there for quite some time—about 4 months, with a month long intermission at PAWS wildlife rehabilitation center in Lynnwood, WA—then back for another 4 months. She had suffered from seizure-like episodes and for awhile it looked like she wouldn’t be deemed releasable back into the wild. We had been worried, as people who have spent time in solitary confinement ourselves, that months in captivity would have a detrimental effect on her. So it was a great relief to finally load her into a container and board a van destined to deliver her to the Lakewood Western Pond Turtle Refuge.

When we arrived, we were met by Washington State Fish and Wildlife Biologist, Emily Butler. In addition to facilitating the turtle release, Ms. Butler showed us how the radio telemetry transmitters are attached to the turtles. We were then given a training on how to use the radio receivers and Ms. Butler took us to the area where the turtles lay their nests. She had hidden two mock (plastic) turtles with transmitters attached to the shells. We took turns using the radio receiver and the attached antenna to find the plastic turtles. We both found it quite difficult; it’s not even close to easy to use the radio telemetry equipment. But we were eventually successful in locating them–truthfully, we received some visual hints. We have a new-found respect for anyone who has to attempt to find turtle nests in this manner.

Apart from the experience making us much more aware of the very difficult work of finding nests, it was a great learning experience which gave us a new found appreciation for the hands-on work that goes on in the field—a part of the program we’d never been privy to before. We learned of the plethora of other activities that the biologists do every day to help with the recovery of this amazing species.
We both feel good about being part of the SPP Western Pond Turtle Rehabilitation Program and we cannot think of a more worthwhile job—especially as people in an incarceration setting. We’re looking forward to helping the next batch of turtles get through their healing process and seeing them released back into the wild. We hope the day will come soon when there are no more turtles that need help healing. Hopefully, the future will bring multitudes of healthy turtles living in their natural habitat.
