Stafford Creek Corrections Center has hosted a prairie conservation nursery since 2009 — that’s ten years. Considering how many partners are involved and the challenges of growing rare and endangered species, a decade of success is impressive, to say the least!
In 2019, the team grew 35 different species of plants to restore and enhance precious prairie ecosystems in Washington and Oregon. Here are some of the flowers of fall, blooming inside the prison nursery.
Hello! My name is Susan Christopher and I’m currently incarcerated at Mission Creek Corrections Center for Women in Belfair, Washington. I would like to thank the Sustainability in Prisons Project (SPP) for blessing me with the incredible opportunity of being involved with the Taylor’s Checkerspot Butterfly Program for more than three years.

During the four breeding seasons I worked in the program, I was able to witness every life stage up close and personal. I watched a butterfly lay her eggs on a leaf. A few weeks later, through a microscope, I watched those eggs hatch. While feeding those caterpillars every day, I saw many of them shed their outer skin—a process called molting—several times as they matured. I watched them reach the diapause stage, in which they slept for several months. Upon waking up in the spring, I would feed them again until the true miracle began: as they shed their last exoskeleton, I could see the chrysalis form until they became a pupa. Roughly three weeks later, I witnessed the final stage of the miracle of transformation when the butterfly emerges, unfurls its wings, and takes its first flight. It was simply amazing.

I’ve often wondered how many people in this world have had the opportunity to observe each of those events. Only a handful, I would guess. But that is just part of what I got from this program.
I was interviewed by PBS twice and appeared on a PBS NewsHour segment. I was allowed to attend a Working Group Conference and gave a presentation about our program to approximately 40 managers and biologists who also work with Taylor’s checkerspot. I have also been interviewed by an author from Japan and a group of prison administrators from Thailand. This last spring, myself and the other butterfly technicians got to go on a field trip to see our “finished product”—wild checkerspots—in their restored habitat.
This was more than just a job; this was a once-in-a-lifetime opportunity that has provided me with professional skills and many lifelong memories.
I would never have believed I would be given such a chance in prison, but thanks to the people at SPP, WDFW, and the Oregon Zoo—all who took a risk by bringing this program to incarcerated individuals—I can truly say this has changed my life. Thank you to all those who had the foresight to believe in us.

Spring has sprung at Washington Corrections Center (WCC)! The Conservation Nursery is well underway with the cultivation of two viola plant species (Viola adunca & Viola howellii) that currently fill the twenty-nine raised beds that compose the core of the nursery. Viola adunca, commonly known as the early-blue violet, is a critical prairie plant species for the South Sound Prairie ecosystems of Washington State and Oregon. In fact, the early-blue violet is the only food source for the silverspot butterfly’s larval life-stage. This means that the silverspot caterpillar feeds only on the early-blue violet and relies on the plants sustenance for survival. Today, the silverspot butterfly is federally recognized as endangered due to the loss of native habitat and, in particular, the loss of the early-blue violet.
Why should we care about the silverspot butterfly? Like all butterflies, the silverspot butterfly is an important pollinator species. Without pollinators, we would see a collapse of our agricultural economy, food supply, and surrounding landscapes. Pollinators are essential in preserving biodiversity, preventing soil erosion, increasing carbon sequestration, and more importantly, providing us with ecological services, including our food and raw materials.
The WCC Conservation Nursery Crew is working hard to aid in the recovery of the early-blue violet. Technicians spend a vast majority of their time learning about, sowing, cultivating, and tending to thousands of viola plants—this is what it means to be responsible for the world’s largest violet production nursery! The crew dedicates year-round attention to the successful propagation of the early-blue violet and collects viable seed during the summer months to aid in prairie conservation efforts across Washington State. The seed they collect will be shared with state agencies such as the Center for Natural Lands Management and Joint Base Lewis-McChord, and go to prairie restoration initiatives that aid in the protection of butterfly species, including the silverspot butterfly. “The work we do is important and it is great to be a part of something so important and meaningful for our community; it means so much to give back” – Teaching Assistant, WCC SPP Crew.

In addition to the viola plants, the WCC Conservation Nursery Crew has sown over thirty-five different prairie plants to be used in a Prairie Demonstration Garden that will aid in the education of prairie landscapes to WCC visitors, staff and residents. All thirty-five plants are native to the South Sound Prairies of Washington State and Oregon. The cultivation and propagation of these native plant species will support hands-on environmental education for the crew and bring awareness to the importance our state’s prairie landscapes.

Prior to delivery, we rolled up the mats and let them drain for 24 hours. Even with reduced water, each mat weighs about 60 pounds when it is delivered—healthy roots and shoots are heavy!
Each mat contains a combination of native wetland plants: spreading rush (Juncus supiniformis), tall mannagrass (Glyceria elata), and creeping spike-rush (Eleocharis palustris). The mats were produced in Stafford Creek Corrections Center’s aquaponics greenhouse by a team of corrections staff, incarcerated technicians, and SPP-Evergreen staff.

At each site, the mats are arranged in squares, three meters on each side. Staff and volunteers from JBLM and CNLM prepared the sites using a variety of combinations of herbicide, mowing, and solarization to remove the reed canarygrass; on the day of mat installation, they removed dead grass and root material with weed cutters making it easier for the plants in the mats to make contact with soil and establish themselves quickly. Teams will revisit each square to determine which of the various reed canarygrass treatments best allowed the native wetland species to take hold.

Will the coconut coir mats prevent reed canarygrass from growing back? Will the native plants grow quickly enough to establish healthy populations, competing for space with the reed canarygrass? Stay tuned to find out!

From a tilapia farm to a wetland plant nursery, the aquaponics house at Stafford Creek Corrections Center has experienced major transformations over the past year. Creating a new program brings many challenges, particularly when we start from scratch with no existing model to imitate. Careful monitoring and teamwork means we can meet those challengers, and constantly improve the system.
What’s in a Name?
We often call our program the EVM, a name that rolls easily off the tongue. But not everyone knows that EVM stands for Emergent Vegetated Mat, or what an Emergent Vegetated Mat even is! To meet this challenge, EVM program technicians receive training in wetland ecology, plant propagation, and aquaponics, and are capable of explaining what we do to anyone who asks.
Technicians learned about the functions of wetlands, such as water holding capacity demonstrated by peat pods, and phytoremediation: the ability for wetland plants to absorb and transform pollutants.
Ecosystem Balance
Our aquaponics system relies on symbioses among fish, bacteria, and plants; for the system to thrive, maintaining optimal water quality is a constant concern. The aquaponics unit is a living system which can, at times, be unpredictable. Technicians monitor water quality daily, looking for changes in dissolved oxygen, ammonia, nitrate, and pH that could indicate a problem. Solutions to an imbalance can be as simple as increasing the water flow to plants, or as complex as adding a new heating system. With time and experience, we have learned how to increase the stability of the system through understanding the specific needs of the living things it supports.
Technicians monitor water quality with aquarium test kits. Occasionally water is taken back to The Evergreen State College‘s laboratory and tested there to make sure the kits are taking accurate readings.
Critter Control
Any nursery will eventually experience a critter invasion. Red-legged frogs and spiders are frequent visitors to the facility, as are less desirable critters like aphids. Technicians use low-impact methods to keep pests at bay, such as manual removal or biodegradable soap. As you can see, our plants are thriving (and the frogs are happy)!

In SPP’s new Emergent Vegetation Conservation Nursery at Stafford Creek Corrections Center, we are growing native wetland plants in coconut fiber mats for wetland restoration projects. The program relies on a team effort from incarcerated technicians, prison maintenance staff, Evergreen’s program coordinators and managers, Joint Base Lewis McChord, the Center for Natural Lands Management, Washington Department of Fish and Wildlife and the United States Fish and Wildlife. All have done an amazing job meeting the challenges of the innovative program’s technical demands.

Coconut fiber mats, or “coir” mats, are commonly used in restoration for erosion control and suppression of weeds such as reed canarygrass. We are pre-planting them with wetland sedges and rushes, giving those beneficial plants a head start under nursery conditions. These plant types are known as “emergent” for their ability to grow through—emerge from—the water’s surface. Our hope is that the plants will be able to out-compete weeds and provide superior habitat for wildlife, such as the endangered Oregon spotted frog.
To grow the plants, we are using an aquaponics system. Two large fish tanks contain more than 100 koi, which produce waste that the plants use as nutrients. The water from the fish tanks circulates through the plant beds and then back to the fish tanks to pick up additional nutrients. The plants grow directly into the coir mats and do not need soil. By using an aquaponics system, we save water and reduce the need to weed or fertilize the plants.
We installed the first mats at Joint Base Lewis McChord in early November, and plan to have new mats ready in just a couple of months.

SPP Conservation Nursery Coordinator, Shotwell’s Landing
Tuesday March 24, a Sustainability in Prisons Project (SPP) nursery crew—Carl Elliott, Ricky Johnson & I—set out for Shelton to meet with Don Carlstad, the Facilities Manager at the Washington Correction Center (WCC). We were also joined by Tom Urvina and Scott Shankland of the JBLM “Wounded Warriors”; they were volunteering their time to help our labor-strapped crew undertake this beast-of-a-job. The project looked simple on paper: build twenty-eight garden beds (32’ x 4’ x 1’) in three days. However, Carl—the brains of the operation (and SPP’s Conservation Nursery Manager)—wisely left off the schematic that the beds would be sitting atop (within?) an area that inmates call “the swamp”. But that information wouldn’t become relevant until day two.

When we arrived on location, the field we were set to build on was vast and vacant, a canvas for our carpentry. After a careful examination of our blueprints, the tools were distributed and construction began. We worked slowly and deliberately at first. Our measurements were precise and each screw was carefully placed. The first few boxes involved all hands on deck as we fleshed out the most logical and efficient methods. Once we completed the fourth bed, half of the team split off to help fill in the soil as it was ferried over by the tractor load driven by Don Carlstad. By the end of day one, we had eight beds completed.

Wednesday we woke to a soggy March morning on the Olympic Peninsula. Luckily we brought reinforcements: Dennis Aubrey, Kenney Burke, and Josiah Falco of the JBLM “Wounded Warriors” program and Allie Denzler of SPP. They helped us battle the elements. Indeed, our field of dreams had turned to a wetland of inconvenience overnight. The shin-deep mud puddles were an inopportune foundation for our garden beds and the rain seemed to double the weight of our lumber as it became saturated, but we persevered nonetheless. With our finely-honed carpentry skills, we pushed forward like athletes on the gridiron, unshaken by any physical distraction. We focused solely on each repetition, working as a team to achieve something none of us could have done alone. And despite the weather, we easily doubled our output from the day before.
The team worked in puddles on day two.
Even in the downpour, the team kept up a high level of carpentry excellence.
On day three we were welcomed back to WCC by the glorious sunshine and beauty of springtime in Western Washington. After working in slow motion day one, as we got acquainted with the process, and running the gauntlet day two to build twice as fast in the midst of a monsoon, day three was as satisfying a final day as we could ask for! Not only were we done with time to spare, but befitting the spring weather, we ended with more beds than we had planned: a bonus 29th box!

The process of turning a pile of fresh lumber and a box of screws into an opportunity for environmental education and restoration is not unlike the metamorphosis a caterpillar undergoes as it becomes a butterfly. With thanks to the JBLM “Wounded Warriors”, and help from our partnership with WDOC, we hope this new program will also take flight and promote sustainability at WCC for years to come!
SPP’s Conservation Nursery continue to thrive at three facilities in Washington State: Stafford Creek Corrections Center, Washington Corrections Center for Women, and Shotwell’s Landing Nursery. Since 2010, we have delivered almost 1,000,000 plants for restoration and habitat enhancement projects on Puget lowland prairies— just 33,000 more plants and we’ll be there! In 2013 we provided 375,000 plugs for prairie projects (see the table below); this is a 14% increase over what we produced the year before. We achieved the increase by adding nursery capacity at Washington Corrections Center for Women, plus increased support from the dedicated prairie restoration crew from Cedar Creek Corrections Center.
This was the first season for nursery production at Washington Corrections Center for Women (WCCW). The crew of five inmate technicians carefully cultivated and shipped 80,000 native prairie plants. They were particularly success at growing blanket flower, Gaillardia aristata, a species that in past years showed low germination and growth rates. The warmer conditions in the propagation hoop houses at WCCW proved to be just the environment that allowed this species to thrive. The Conservation Nursery program benefits enormously from having a new site with an enthusiastic crew of technicians and staff.

Though we came up just short of the magic number of 1,000,000 in the 2013, we feel confident that in 2014 we will blow right past that goal, and on to our next milestone!
