Hard news in hard times: Sustainable Prisons Project Hits Economic Downturn

Economic conditions at the national and the state level are increasingly difficult due to sharp drops in state tax collections. Responding to these lean times, Washington State Governor Christine Gregoire has instituted deep budget cuts.  She recently enacted a 6.3% across-the-board cut to head off a deepening budget deficit

Over the past three years, the Washington State Department of Corrections (WDOC) has funded the Sustainable Prisons Project through a contract with The Evergreen State College. During that time, the WDOC has cut more than $220 million from its budget, frozen or cut more than 1,200 jobs, closed two prisons, slashed inmate populations, and cut the number of offenders on community-supervision probation.

On October 1, 2010, Eldon Vail, Secretary of the WDOC, announced a new 6.3% cut in its budget, which translates to a $53 million reduction. To achieve the savings, one prison will be closed, and 300 jobs will be frozen or cut. Employees will experience employee furlough days and cuts in pay. Inmates in larger prisons will be locked-down one day a month to reduce staff overtime costs. Drug treatment and education programs will be reduced.

Sadly – very sadly – the two-year contract for the Sustainable Prisons Project that began July 1, 2010 will be another casualty of this process. With one month of notice, WDOC funds that have supported our staff and students to carry out our activities will disappear. These activities include our science and sustainability lecture series, green collar job training, and conservation biology projects. Recycling, gardening, and composting will continue, as they have become part of regular DOC operations.

Our SPP group and The Evergreen State College are working hard to find alternative and bridge funding through grants and donations. Although there are some promising leads from the many people who strongly support our project, we have no guarantees for the future at this time.

Coming Full Circle

The long-term goal of the prairie plant nursery project at Stafford Creek Correction Center (SCCC) is to produce seed to be used in restored South Salish Sea prairie ecosystems.  All of the plants grown at the SCCC nursery are planted out on Joint Base Ft. Lewis-McChord at the seed nursery production unit. Additional seed production beds are at Washington State Department of Natural Resources Webster Nursery. This month the offenders received hundreds of pounds of seed from this nursery to hand clean in preparation for the fall sowing season.  The work provided an excellent opportunity to participate in the full circle of restoration activities.

Lupines were the genus of focus for this stage of the seed cleaning project. The Sustainable Prison Project (SPP) staff delivered bags of seed and chaff of Lupinus albicaulis, Lupinus lepidus, and Lupinus bicolor for cleaning. Cleaning these seeds is a satisfying activity because with a little work they produce a hefty amount of seed. Lupines provide important ecological services as nectar sources and larval food for the Puget Blue Butterfly (Icaricia iracioides blackmorei). They also facilitate the growth of other prairie plants by fixing atmospheric nitrogen. SPP staff led a workshop to educate offenders on the ecological contributions of lupines and basic seed cleaning protocols.

The offenders created a number of unique means to process the seed with improvised tools that they had on hand. Large industrial cookie sheets were turned into shaker tables that allowed the larger seed to roll out and separate from the lighter chaff above. After that initial cleaning, other offenders used the hand sifters we provided to fine clean the seed. Using hand lenses, we identified larval and young adult seed weevils (Thychius germar) that were mixed in with the lupine seed, and dispatched of them humanely. Over the next month offenders are going to build seed screens in the wood shop so we can quickly process seed in larger quantities, and move on to processing wet seed such as Sambucus nigra ssp. cerulea and Viburnum ellipticum.

Nalini Receives Education Award

Dr. Nalini Nadkarni received an Education Award from Washington Correctional Association for her innovative work as Co-Director of the Sustainable Prisons Project.  The annual award recognizes “an individual or agency employed in academia, who has enhanced the success of corrections programs, or furthered the aims of corrections through excellence in education.”  Established in 1913, the Washington Correctional Association (WCA) is a professional organization that serves as a forum for corrections.  Nalini is honored to be recognized as the recipient of this year’s award, particularly as it highlights our continued effort to blend the lines between academia, science, and prisons.

Change is in the Air!

The nursery infrastructure (greenhouse, hoophouse, water, power) and the original garden area at Stafford Creek Correction Center is being moved across the central facilities area this month. At first this task may seem a bit demoralizing, deconstructing buildings and digging up growing plants to only leave empty space behind. However, the offenders remain upbeat and active, carefully tending to the transplants and picking out their favorite flowers and vegetables to relocate. The promise of more room for the gardens and nursery, as well as an updated infrastructure, is an added incentive to get them through the hard work. The cool maritime cloud layer that has been especially persistent this year helps minimize transplant shock for both people and plants.

The moving process not only adds to the physical workload, but also has provided intellectual challenges for the offenders. A number of them have contributed to the design and layout of the new garden, as well as providing detailed design assistance with the greenhouse. They are making sure the internal drainage system is improved, the water supply system is more efficient, and that the movement of materials such as flats and finished plants takes less work and physical strain.

The staff and offenders have put in a lot of hours above and beyond the call of duty to make sure this late summer move is an opportunity and not a loss.

From Parks to Prisons

After six seasons as a ranger in the National Parks and Forests, and three years in graduate school, I joined the Sustainable Prisons Project team, as the interim project manager, back in March.  Over the past few months I’ve managed the project largely from the sidelines, from my keyboard and telephone.  I’ve had a few ventures to the prisons we’re active in.  After one of my visits, I returned to a staff meeting and frankly I begged to be included on the lecture schedule.

This week I had the fortune of presenting talks on bear biology both at Washington Corrections Center for Women and McNeil Island Corrections Center.  Although I’ve presented many an evening program in my days as a park ranger, and I’ve talked with a lot of different audiences, presenting in a prison is a unique experience.

The first challenge in preparing was to decide on my topic.  As a park ranger I’ve studied volcanoes, bears, caves, marine mammals, and other subjects.  Being in the Northwest, a landscape of mountains and public lands, bears seemed to be a perfect topic.  The next challenge was to decide which aspect of bears the talk should focus on. There are just too many options!  Rather than focusing on one subject I hoped to show offenders that you can study something seemingly simple, an animal such as the bear, from many perspectives.  I crammed basic bear biology, ecosystem ecology, conservation, and my favorite nature literature that has focused on bears, into 50 PowerPoint slides, and hoped for the best.  An ambitious lecture indeed, but I’ve been consistently impressed by how much information offenders eagerly and ambitiously absorb.

Last Wednesday, at the Washington Corrections Center for Women, I found an enthusiastic audience of about 30 women.  They were particularly interested to understand the life cycles of bears, and the ways that humans interact with bears.  My stories of daily life in Katmai National Park and Preserve, when I was a ranger, and how those stories relate to bear biology were hits.

On Thursday, after a quick tour of McNeil Island, our DOC staff escort led our staff to the visiting room for the lecture.  We scrambled to set up the room for the 90 offenders who signed up for the lecture, and I ticked through my PowerPoint slides, hoping I had enough material to keep the offenders occupied and engaged for nearly 90 minutes.  Quickly I realized I had no reason to worry about time, as within five minutes, offenders hands were raised as they asked intriguing and creative questions about bear foods, life cycles, biology, and the implications of climate change and habitat fragmentation.  I was floored by the depth and intelligence of the questions I was asked.  A few offenders had very good and valid ideas about how to recover imperiled brown bear populations in the lower-48.  If I knew how good the questions would be, I probably would have read just a few more scientific articles before the lecture!

As our team sat on the boat venturing back to the mainland (McNeil Island Corrections Center is indeed on an island as the name implies, with the prison operating ferry boats for staff and visitors), I found myself reflecting.   For six seasons I talked about bears, volcanoes, caves, and wildlife around campfires and amidst wild land.  These days I find myself behind numerous gates and fences presenting to offenders, and yet the offenders still manage to deeply appreciate nature and science, even from a distance.  Although it’s easy to miss the campfires and hikes of working in our National Parks, I’m developing a deep appreciation for interacting with offenders. Their deep intellect and curiosity persists, even as they serve (often long) sentences for crimes that are painful to think about. 

Our next staff meeting is on Tuesday and I think I’ll probably ask to speak at another prison.  I really appreciate the ideas that offenders brought forth, and I hope they continue to ask questions that send me to the books and journals seeking answers.

Lectures Captivate Offenders at the Washington Corrections Center for Women (WCCW)

In September 2009 we kicked off a science and sustainability lecture series at the WCCW in Gig Harbor, WA. Included as part of a yearly Women’s Health Conference titled “The Mind, the Spirit, the Environment Maintained, Equals a Healthy Body Sustained,” our lectures there on Trees and Human Health as well as Toxics and the Environment started what has become a popular series for offenders at the WCCW.  Now, 10 months into this series, we recently noted the diversity of presentations we’ve been able to offer at WCCW.

Each facility in the Washington Department of Corrections is a little different, and we adjust lecture series accordingly.   From the start, staff and offenders at WCCW tasked us to find lectures that integrate the personal health aspects with the environmental aspects of sustainability. This unusual and challenging task has turned out to be very fruitful as it has led to a diverse mix of guest lecturers and topics.

Lectures have included such topics as Poetry and Sustainability, Yoga and Sustainability, Ethnobotany, and more traditional science and sustainability lectures like Nearshore Restoration in Puget Sound, Salmon in the Pacific Northwest, Beyond Waste in Washington State: Reducing Toxic/Solid Waste and Reusing Organic Waste, and Wolves: Endangered Species Ecology, Conservation, and Wildlife-Related Jobs. Future topics include Biology and Ecology of Brown Bears and Purple Martin and Western Bluebird Conservation.  

Frequently during lectures we (SPP staff, inmates, and officers) reflect on the maxim “we will not fight to save what we do not love.”  As organizers, we feel we have helped offenders not only understand the science of restoration, salmon, and wolves, but also to further their love of the plants and animals native to the Northwest.  Offenders consistently show a deep level of curiosity as they ask insightful and unique questions, exhausting available Q&A time.

Offenders take college credit at Evergreen

Cedar Creek Correction Center inmate, Charles Butts, recently completed a 2 credit research paper on photovoltaic cells with The Evergreen State College. Charles is our first incarcerated student to construct an independent learning contract through The Evergreen State College. Under the guidance of faculty sponsor, Peter Impara, Charles was able to author a paper on the history and current technology of photovoltaic cells. Charles has a background as an electrician and hopes to continue to study solar energy and to open his own business installing energy saving products upon his release. This accomplishment could not have been achieved without the support of Correctional Counselor, Marko Anderson.

Charles has opened to door for more incarcerated students to follow. An incarcerated student from the Washington Corrections Center for Women will begin an independent learning contract on recycling this summer, under the guidance of faculty sponsor, Karen Gaul. The Sustainable Prisons Project hopes to support more incarcerated students in the pursuit of sustainable knowledge in the future.

The Early Bird Gets the Worm

It’s 6 AM, and while most people are still sleeping at this point, this is the prime time of the day for bird enthusiasts. As an undergraduate senior, who truly enjoys the luxury of a good ‘sleeping in’ I (undergraduate research assistant, Sarelle Caicedo) recently gave up that luxury for a day to meet with vital Sustainable Prisons Project partners Jim Lynch, a Fish and Wildlife Biologist for the Fort Lewis Wildlife Program, and Gary Slater, research director of the Ecostudies Institute.

This meeting was a significant milestone of work to-date with the bird box project.  The goal of the morning was to load Gary’s pick up truck with as many Western Bluebird boxes as possible so he could take the ferry up north to the San Juan Islands and deliver each one to environmentally concerned land owners who requested boxes, as well as the San Juan Preservation Trust.

Because of the stunningly large amount of donated lumber and the willingness of the inmates and staff at Stafford Creek, there was an excess number of Western Bluebird boxes produced! This outcome came as a surprise to all involved, and are SO pleased to have the extra boxes to distribute to individuals eager to support bird conservation.

Gary Slater showed up with his pickup truck, and on the passenger seat was a small cage with a blanket on it. Inside the cage was a male and female western bluebird, which he was going to take to the San Juan Islands to jumpstart the population. As we arrived at a storage unit near the Fort grounds, it was impressive to see the hundreds of built boxes in storage, ready to be delivered.

As we loaded bird boxes, Jim, Gary and I discussed the future of the bird box project, and that next time boxes are delivered, the whole team may travel together, so we can all see the project from its earliest stages of hauling lumber to the prisons, to its final stages of installing boxes on trees and upright structures.  By ten AM the truck was fully loaded, Gary was ready to go, and Jim offered a brief tour of areas of the Fort where restoration projects are taking place.

It feels good to be a part of the early morning club!

Women offenders gather for health conference inside prison

In September more than 100 offenders, correctional staff and guest scientists participated in the annual health conference at the Washington Corrections Center for Women (WCCW). Titled “The Mind, the Spirit, the Environment Maintained Equals a Healthy Body Sustained,” the two-day gathering featured a fitness instructor, inspirational speaker, poet, chaplain and two faculty members from The Evergreen State College. Imagine the scene as we all committed to healthier lives through laughter, tears and even aerobics!

Led by Evergreen professor and forest ecologist Dr. Nalini Nadkarni, the second day kicked off with a multimedia presentation on the role of science in our lives, the importance of trees and emerging green-collar jobs. Dr. Nadkarni also announced our hope to initiate a butterfly-rearing project with the prison’s horticultural program and the Washington Department of Fish and Wildlife.

Next up, toxicologist and watershed specialist Dr. Frances Solomon discussed the impact of toxic chemicals on the environment and human health, including illnesses such as breast cancer. Afterward, offenders were given the microphone to ask questions and express thanks during an insightful and heart-warming feedback session.

In my experience, WCCW is quite different from the men’s prisons in which most of our work takes place. Though it’s heavily secured, a gentler, family-like atmosphere pervades the facility. We hope that we honored that character and linked inmates to the world outside the fence where many have parents, siblings and children rooting for them to succeed.

Interacting with inmates and correctional staff as well as extensive survey feedback gave us a good direction for future activities. Our next presentation, led by yours truly, will be “Sustainability 101” in early December. Afterward, we’ll help the prison adopt goals and strategies for lessening its impact on the environment while improving the health of everyone who lives and works there.

Beekeeping prisoners: Science inside the fence

In the summer of 2009, the Sustainable Prisons Project sponsored beekeeping classes at the Stafford Creek Corrections Center (SCCC) in Aberdeen, Washington. I participated in the program which maintained four beehives inside the prison: three alongside the prison’s vast vegetable garden and one inside an “observation hive” in a commercial, cold-frame greenhouse. The program was remarkable in several respects.

My 11 years of confinement taught me prison’s hostile captor/captive dynamic. Our prisons isolate criminals — not just from the communities in which they’ve committed their crimes, but from nature, and from normal, healthy relationships. The type of “outside the box” thinking that spawned the Sustainable Prisons Project holds great promise for prison reform in ways most free-world people can’t understand. I’ll try to explain.

For two months each Wednesday at noon, entomologist Sam Hapke met with about 10 of us in SCCC’s V Building. On our first day, after some instruction, we went out to inspect the hives. Our initial fear of being stung had a weird affect on us — the “fronts” we put up as prisoners fell away in a sort of humble awe amidst the force of nature the bees represented.

It’s impossible to maintain a “tough guy” facade when handling bees. Pretense falls away in the symbiotic relationship between man and bees — things can go wrong quickly if you’re not on your best behavior. And it did cultivate our best behavior. Without our being told, we picked up on our interdependence with the bee. The larger message of our interdependence in society — which the bee is an important part of — was also immediately apparent, despite our not being told.

To me, there is something folkish about beekeeping. Perhaps my ancestors were among those early colonists who brought Apis melliflora (the “white man’s fly”) to North America. It was almost as if some Jungian collective memory was triggered in me. I felt quite at home dismantling and inspecting hives, engulfed within the swarm of bees whom I trusted somehow not to sting me. And I was never stung, despite my never wearing protective gear. I’m not afraid of being stung anymore.

I am hooked on beekeeping. From my perspective, every other prisoner in the program was affected in a similar way. The value of the program became apparent when I considered what it would be like if more prisoners were participating. You should consider that, too.

I propose a permanent relationship between agricultural researchers and inmates in Washington State. We could call the program “Apicultural Research in Prisons.” Since our civilization is utterly dependent on bees for its agriculture, and since bees are presently threatened by widespread colony collapse disorder, it would benefit us to form such partnerships with university agricultural extension services.

What better place than prisons for this kind of work? The controlled environment of facilities like SCCC lend themselves to reliable statistical research that can help scientists examine our most pressing environmental problems. It’s a natural fit, one that benefits researchers, prisoners and society.
