As is true for so many folks, recent
weeks have been demanding. Responding to the 2019 Novel Coronavirus Outbreak
(COVID-19) in Washington State has presented challenges. Every SPP program is a
partnership, but maintaining these partnerships and programs is more difficult from
a distance. Despite this, we continue to find innovative ways to maintain our
commitment to SPP programs and maintain our partnerships with staff and
incarcerated individuals.
To provide some insight on how SPP
is adapting during this time, we share a letter sent to corrections partners. This
general letter was also adapted for different partners and programs to provide next
steps for each programs. As has been the case generally, our plans will likely continue
to evolve as the situation changes. If you have specific questions related to
SPP programs at this time, please contact spp@evergreen.edu.
Dear SPP technicians, students, educators, and corrections staff,
We want you to know that we are thinking of all of you during this challenging time. Your safety and well-being are our highest priorities. To reduce the risk of spreading infection to you and in alignment with Governor Inslee’s executive order to “stay home,” SPP staff program visits with incarcerated people have been suspended. We will resume our in-prison interactions when it becomes clear that we can do so safely, and based on advisement from Centers for Disease Control and WA Corrections Administration.
Over the years and in partnership with many of you, we have found ways to offer innovative science and sustainability education programs in prisons. We care deeply about our shared efforts and your role in this partnership. We don’t want to lose what we’ve created together. These challenging times call for further innovation, compassion, and resilience.
To make the best of the current situation, we are turning our attention to developing more education and training materials. We are working to identify safe ways to continue education and program operation as we can. For most programs, we plan to follow up with ideas for projects you can be involved with, as you are in good health and available to participate.
We welcome your ideas for safely maintaining programs, education, and partnerships. We’ll do our best to respond to letters and other communications from you as quickly as we can.

Sustainability in Prisons Project Staff at Evergreen

In the spring of 2018, the Monroe Correctional Complex Special Offender Unit (SOU) embarked on a new and exciting sustainability program, beekeeping. It was a leap of faith to start such an endeavor with a group of mentally-challenged, incarcerated men and a couple of staff members who knew absolutely nothing about the world of beekeeping. Luckily, we were able to partner with Kurt Sahl, an experienced, community beekeeper and a patient and benevolent teacher. Kurt taught the 2 staff students and the 5 inmate students the basics and soon we were donning our suits and installing our bee packages and queens.
SOU had chosen to use 3 Top Bar hives and it was thrilling to see those bars transformed into comb-covered receptacles for honey and brood. We all delighted in watching our bees return to the hives packing pollen or witnessing the amazing waggle dance as one bee conveyed vital information to other worker bees. The more we learned, the more all of us became enthralled at the magic and mystery of nature. The bees had many lessons for us as well. They taught us about industry, teamwork, and selflessness.
The men treated the bees with such care and gentleness, always strategizing the best way to help them, and the whole program, succeed in our joint quest to make honey, increase brood, and stave off predators.
When we weren’t working in the hives, we were studying; first, for the Beginner Certification, and then on to the Apprentice Certification. The men devoured the manuals cover to cover and read all the beekeeping books the lending library had to offer. The studying paid off. Over the past 2 years, 9 out of the 10 SOU men attained their Apprentice Certification.
Additionally, those same men have since gone on to fulfill a vital part of our mission: to talk to others, as long and as often as possible, about the present plight of our pollinators. They found a receptive audience and now SOU is a buzz with bee talk.
As one of the beekeepers said to me
I thought coming to prison was going to be the end of me. Instead I was given this gift and it has changed me in ways I never thought possible.

Last week, we celebrated 16 incarcerated and 5 staff students who just completed Washington State Beekeepers Association (WASBA)’s beginning beekeeper course. Program partners gathered to celebrate at Washington State Corrections Center for Women (WCCW). Taught by expert beekeeper Sandra Fanara of West Sound Beekeepers Association, the students learned the basics of beekeeping. This prepares them for more advanced study and the hands-on field work involved in the apprentice level course. After completing the course, there was a celebration to recognize their accomplishment with bee themed cupcakes. Students will also receive an official certificate from WASBA.
This was the first time since 2017 that WCCW has hosted the WASBA course. We are excited that many of these students plan to immediately advance apprentice course, which will start as soon as the bees arrive in April. In prepare, students, staff, and expert beekeeper will clean all the equipment and prepare the new apiary. Then they will be ready to dive in and experience working with honeybees. We are so excited to see this program flourish and provide therapeutic and empowering experience to the students.
Thank you to our expert beekeeper Sandy Fanara, and to our DOC liaisons Carrie Hesch and Muriah Albin for their commitment and dedication to reviving this program. Most importantly, thank you and congratulations to the newly certified student beekeepers!

This past June Dr. Tyrus Smith signed my thesis. He was my thesis advisor and his signature validated all of my hard work over the last year-and-a-half. Suffice it to say, I was ecstatic! My thesis process was more difficult than I imagined it would be, took longer than I expected, and I am truly proud of the end product.
Before we move on, I could not have gotten to that moment of completion without the support of Evergreen Master of Environmental Studies faculty (Dr. Tyrus Smith, Dr. Kevin Francis, and Dr. Shawn Hazboun), my friends and family, my classmates, the people who participated in my study, the loggers that answered all of my questions, and the constant support from incarcerated and staff advisors at Stafford Creek Corrections Center (SCCC). Thank you all!!
Thesis advisors in prison
From the very beginning of my thesis process, I knew I wanted to work with incarcerated individuals and SPP supported me in making this possible. So, I invited environmental studies experts housed at SCCC to work with me as advisors. I worked with the Roots of Success instructors and the Roots liaison at the facility, Kelly Peterson. A photo of me and the advisors is shown below.
Over the past two years, we met on multiple occasions. To develop a deeper understanding of the subject matter, the incarcerated advisors studied the articles and references I provided; they read peer-reviewed academic articles, research planning guides, newspaper articles, and other publications. They offered feedback and ideas on several aspects of the research including topic selection, philosophical framework, research design, study population, survey design, and presentation of the topic.
Seminar
This past February, Kelly Peterson helped me set up a seminar with a larger group, and included Dr. Smith. We asked all participants to read four pieces beforehand, to prepare for the discussion. Two were data-heavy, very dense, dry academic articles describing the theoretical framework I used for my thesis. Another was a piece President Roosevelt wrote after visiting the Pacific Northwest, in which he proposed a forest plan. And the last was an academic article about common predictors of environmental attitudes.
I remember being nervous that no one would want to talk and I could not have been more wrong! They had all clearly done deep dives into the reading and made interesting connections I had missed in my own review of the literature. Everyone had thoughtful input and suggestions for things to explore and add to my thesis. The seminar was lively and thoughtful and there was never a quiet moment.
What is my thesis about?
My completed thesis is titled: A critique of the New Ecological Paradigm: Stewardship and a case study of the Pacific Northwest logging industry. It explores the concept of stewardship and how it fits into the New Ecological Paradigm. The study population was people actively working in the logging industry in the Pacific Northwest.
This research project was an exploratory study designed to document the ecological attitudes of loggers in the Pacific Northwest. As an exploratory study, I sought to contribute to a gap in the empirical literature: how loggers view the environment. I gathered their responses to the New Ecological Paradigm questionnaire, a measure of their ecological attitudes. Also, I collected information about each participant’s experiences in nature and their socioeconomic and demographic backgrounds.
Hanging out with loggers
Over the summer Pulley Corporation, an FSC®-Certified logging company agreed to let me shadow them for a day. This was an incredible opportunity for me and I am so grateful to everyone for answering all of my questions. Being able to speak with loggers who work in the field expanded my background knowledge on logging in the Pacific Northwest, and helped inform the survey I used to gather data. From these interactions, and many others, I noticed two attributes shared by all: a stewardship mindset and pro-ecological attitudes.
Regardless of their obvious pro-ecological attitudes, the sample population scored lower on the New Environmental Paradigm than most Washington State residents. This suggested to me that the New Environmental Paradigm measures attitudes using a socially-exclusionary lens.
So, what’s in a thesis? Well, in my case, a thesis is a collaboration of very diverse groups of people, all environmentally inspired and dedicated, and all willing to support me as a graduate student. I am lucky to have all their brilliance and input in those pages.

POULSBO – Violet Garcia crouches among rows of lush, green kale and lettuce. Her tan work shoes are caked with dirt, evidence of her hard work.
Between her gloved fingers is a robust bundle of green onions. She smiles as she trims back their long roots with a pair of garden shears.
“I’m giving them a haircut,” Garcia, 37, says. “I didn’t know green onions could get this big!”
The project is called the GRACE garden. The acronym GRACE stands for Gardening for Restoration and Conservation Education. Besides the food bank, the garden is used as an educational demonstration garden for community groups.
Last year, the district opened the garden, a project made possible by a $50,000 grant from the National Association of Conservation Districts. The grant focuses on projects that reduce food insecurity and address food deserts.
Food insecurity describes a household’s inability to provide enough food for every person to live an active, healthy life. Approximately 11.6% of Kitsap County’s population, or 30,000 people, experienced food insecurity in 2017, according to data collected by Feeding America, the nation’s largest domestic hunger relief organization. Statewide, nearly 849,000 people, or 11.5% of the population, experienced food insecurity during the same period. Food insecurity can be especially rampant in areas defined as “food deserts,” or areas that lack fresh foods due to a lack of grocery stores, farmer’s markets or healthy food providers. They often occur in impoverished and/or rural communities.
That’s where organizations like food banks and the Kitsap Conservation District can assist.
Besides running the GRACE garden project, the Kitsap Conservation District holds workshops that teach people how to grow their own food. As a partner with Kitsap County’s Clean Water Kitsap program, it also performs work with farmers and livestock owners to protect the health and wellbeing of their animals, increase crop productivity, and protect water quality and soil erosion. Members of the garden work crew also work with the conservation district on stream restoration projects. Crews remove noxious weeds from salmon habitat and replace them with native plants, which helps improve and restore salmon habitats.
Opening Doors
The work the incarcerated women perform doesn’t just impact the community. It also goes a long way toward their rehabilitation, according to Diane Fish, resource planner for the district’s agricultural assistance program.
“When you see how their attitude changes and their understanding changes, their desires change over the time that they are able to be on crew,” Fish said. “It’s just mind-blowing.”
For example, the garden helped one of the crew members pursue higher education. Fish said one of the incarcerated women shared that many of the topics she was learning through her work on the crew—biology and the environment—were many of the same things she was learning in the science class she was taking to earn her GED. Through some encouragement from her correctional counselor and Fish, the woman decided to get her diploma. A few months later, the woman was part of a graduation ceremony at Mission Creek. She’s now enrolled in college courses at the correctional facility. The incarcerated crew member recently told Fish she’s working on a degree in environmental studies so she can one day work with the Squaxin Island Native American tribal community on salmon habitat restoration.
Fish says the work crews do more than just pull weeds – they learn to describe their skills and credentials to potential employers. Things they learn about on the crew– habitat restoration and knowledge of native plants and noxious weeds, for example– can lead to jobs in agriculture, commercial greenhouses, farming, and horticulture industries.
Garcia is scheduled to release from incarceration in two years. She’s still exploring her career options. She is a Native American and wants to use her newfound knowledge about the environment to find a job within her tribe, the Squaxin Island Tribe.
“That’s where my heart stands,” Garcia says. “It’s changed my outlook on a lot of different things. I’ve got to plant things and watch them grow and, at the end of the day, when we (work crew) look and see our work and say ‘Oh my gosh. We did that. We did that.’”
Safety and Eligibility
The Department of Corrections and Kitsap Conservation District makes sure everyone at the worksite as well as surrounding communities are safe.
A correctional officer supervises the work crews at all times. Crew members must meet a strict set of requirements, including being classified as a minimum-security custody level. They can’t have any serious infractions for six months, nor any drug-related infractions for at least a year. Crew members can’t have ties to family members, victims or gangs in the community in which they’ll be working.
At the GRACE garden, there are no public tours when the incarcerated gardeners are present.
The crew also receives occupational safety training on working outdoors and how to properly use garden tools. Conservation district staff inventory tools after each shift and secure them when not in use.
Additionally, correctional staff provide conservation staff who will be working with the crew orientation and continuous safety training.
Susan Keeler, a correctional officer who supervises the work crew, says getting to leave prison for a few hours a day might seem like a special privilege to outsiders. “But what people may not realize is that in addition to this being hard work, all these women are getting out of prison at some point. They need to learn how to fit back into society and be a part of it again. It makes them feel good and they’re doing something positive and contributing to society.”
Impact
Peggy Knott, 39, says she’s an example of that. She has just under two years left on her prison sentence. She says while she’s been on the work crew, she’s learned many jobs she could qualify for after prison, many of which she might not have considered otherwise, like wastewater management or working on a farm.
“I’ve taken so much from my community in the past and giving back gives me a more positive aspect on the type of person I can be,” Knott said. “For us to come out and do this, it makes us better people. You really push yourself and you feel really proud of yourself at the end of the day.”

Over the past year, SPP Evergreen staff have been working with Washington Department of Transportation (WSDOT) and Washington Department of Corrections (WA Corrections) partners to develop new opportunities for education and employment pathways. The new partnership has tremendous support from WA Corrections Secretary, Stephen Sinclair, WSDOT Secretary, Roger Millar, and many staff at each agency. Building on successful prison program tours and executive leadership and committee meetings, WSDOT staff invited SPP-Evergreen staff and former SPP program participants to present at two recent conferences.
Each conference presentation included a panel with Carolina Landa and Brian Bedilion sharing their stories from pre-incarceration to post-release, Kelli Bush providing a brief overview of SPP, Alvina Mao and Eric Wolin discussing partnership alignment with WSDOT equity and inclusion goals, and Tony Bush describing education and employment pathway ideas in the environmental field.
The audience for the first conference was WSDOT environmental staff. Session participants enthusiastically expressed their appreciation to Carolina and Brian for sharing their experiences.

Following a successful session at the environmental conference, the panel received an invitation to present at the WSDOT Innovations and Partnership conference. The 4th Annual Innovations and Partnerships in Transportation conference included a welcome from Governor Inslee and an impressive variety of partner organizations. Our session titled “Forging a new partnership and building safe, strong communities through successful reentry” included productive discussion with attendees.

The developing partnership among WSDOT, WA Corrections, SPP and others will provide exciting new education, training, and employment opportunities to incarcerated people in a variety of disciplines. Washington State Governor Inslee is a strong supporter of providing formerly incarcerated people employment as a way to build safer and stronger communities. The Governor signed executive order 16-05 directing state agencies to “implement further hiring policies intended to encourage full workforce participation of motivated and qualified persons with criminal histories.” We are grateful to WSDOT and WA Corrections for providing such excellent support and enthusiasm for this growing partnership.

Airway Heights Corrections Center (AHCC) is a fair trip from the Evergreen team’s offices in Olympia—a six hour drive, or a flight to Spokane and renting a car. Even so, each of us who has been before looks for excuses to go again. AHCC positivity and enthusiasm are infectious, and it is great fun to join them whenever we can.
A likely source of the positivity is the staff culture; it is easy to feel the influence of AHCC leadership and staff wellness and productivity throughout the facility. They take on new projects expecting to succeed, and work hard. At the same time, they don’t take themselves too seriously. They laugh a lot! They talk openly about their own faults, and poke friendly fun at others.

AHCC’s waste sorting program is so effective that the incarcerated porter didn’t understand what the corrections staff meant when asking about “garbage.” That word starting to lose its meaning was so delightful that we all started to laugh.

Just as important, they also listen intently to others’ ideas and questions. They believe in each other, and do a grand job of celebrating everyone’s successes. The work environment is pervaded by a can-do attitude. As Kraig Witt, Recreation Specialist 4, has said, “This is our giant coloring book. Let’s play…there’s no can’t. We can do anything.”
Their optimism finds many willing partners. AHCC hosts extraordinarily productive sustainability programs. To name a few: a thriving in-prison beekeeping club; Pawsitive dog training supported by two humane societies; more than 500 cords of firewood processed for donation to low income families each year; new quilting and vermicomposting programs. Most of the prison grounds are devoted to gardens, and when regional water contamination meant they needed to suspend growing vegetables, they planted flowers instead; they know how to make lemonade from lemons!
Correctional Program Manager Mike Klemke describes the Computers 4 Kids program. In the last year, incarcerated technicians refurbished 4,321 computers.
At the heart of these efforts is investing in AHCC staff. Associate Superintendent Kay Heinrich has said, “It really engages the staff to care about the environment of where they work. People care about where they’re working; it increases their morale.” A previously incarcerated SPP technician and current Evergreen student advised us that taking care of staff makes the prison experience better for everyone. We look to follow AHCC’s example on what that can look like.

In late spring, incarcerated technicians from Mission Creek Corrections Center for Women (MCCCW) had the opportunity to visit Scatter Creek Wildlife Area, a reintroduction site for federally-endangered Taylor’s checkerspot butterflies. These technicians work year-round to raise Taylor’s checkerspots in a greenhouse, but this is the first time they have been able to see the habitat where captive-reared butterflies and caterpillars have been released. Mary Linders and Josh Cook from Washington Department of Fish and Wildlife (WDFW) conducted a tour of the site, describing its history and ecology as they led us on a hike through the serene prairie.

Our visit coincided with the end of the 5-week flight season, so adult butterfly sightings were limited. But technicians wasted no time in examining the Plantago lanceolata host plants and soon discovered Taylor’s checkerspot caterpillars! These hatchlings were just like the ones back in the lab at MCCCW and it was thrilling to find them living out in the wild. At the level of our toes, the habitat appeared to be teeming with young larvae. This particular site represents a major success for Mary Linders and WDFW who carefully reintroduced the species here over many years with the help of rearing programs at MCCCW and the Oregon Zoo.
As a Sustainability in Prisons Project (SPP) coordinator, I am always searching for ways to connect incarcerated technicians with the ecosystems they are helping to restore. Butterfly technicians know a lot about Salish lowland prairies from readings and discussion, but seeing the habitat with their own eyes provided a whole new level of insight. Hopefully this kind of trip can become a regular component of the program. I know it will help this group of technicians as they return to the butterfly lab at MCCCW and integrate their experience on the prairie into their work.
Such an opportunity would not have been possible without the officers and staff at MCCCW who supported this trip, and who play a vital role in hosting the Taylor’s checkerspot butterfly program throughout the year. A special thank you to Mary Linders, Josh Cook, and WDFW for being so generous with their time and facilitating this valuable learning experience for SPP participants.

We started in the EVM greenhouse, where we discussed past mat production and future production potential. Last year, we produced and installed more than 100 mats at south Puget Sound restoration sites! The technicians described how the system works, and we all stopped to marvel at the fish—about 130 koi provide most of the nutrients absorbed by the wetland mats.

Technician Brian Bedilion, who has worked for the EVM program since its inception in 2016, explained how working for SPP has impacted his self-confidence and goals for his future. His creativity and ability to troubleshoot on-the-fly have been integral to the success of the EVM program. Brian went home on April 13; we wish him the best, and hope to see him in the field!

After touring the EVM greenhouse, we went inside the fence to see the prairie conservation nursery, gardens, and other sustainability programs hosted by Stafford Creek. Every living area has dedicated garden space for its residents. A larger space outside the education building is intended for men serving life sentences, and is known as the Lifer Garden. The Lifer Garden and one other at Stafford Creek grow produce for local food banks. Last year, incarcerated individuals at the prison grew and donated almost 12,000 pounds of produce!

The tour ended with visits to the shop areas, where partners saw bicycle and wheelchair repair. Like all the other programs we saw at Stafford Creek, these programs bring together partners to create something of value for the benefit of our environment and our communities.
Kinnikinnick (Arctostaphylos uva-ursi) is tough to grow from seeds. Kinnikinnick seeds have compound dormancy: before germination can occur, the seed coats must be made permeable to water (breaking physical dormancy), and must undergo a number of internal biological processes (breaking physiological dormancy). Though there are known methods to overcome the double dormancy, the results are highly variable and inconsistent. Most commercial nurseries grow the plant from softwood cuttings, but these lack the genetic diversity of seed-grown stock.

SPP’s conservation nursery has taken on the challenge of seed-grown kinnikinnick, because of the benefits it brings to pollinators at restoration sites on Joint Base Lewis-McChord. Delightfully bright yellow-faced bumblebees (Bombus vosnesenskii) and fuzzy black-tailed bumblebees (Bombus melanopygus) perform acrobatics to collect nectar from its flowers. Both of these hardy insects fly out at any early promise of spring. These are just two of the many pollinators that gain sustenance from this important plant.
Kinnikinnick provides both an early bloom time and an extended bloom period spanning a couple of months. This blooming phenology (cycle) allows pollinating insects to build up their populations early in the season. These fortified populations carry over into the spring and summer, providing increased pollination services to many prairie plants. Conservation nursery technicians coax the December fire needed for one of the pre-treatment trials.
This year, SPP program team designed a study of kinnikinnick germination at Stafford Creek Corrections Center (SCCC). The nursery technicians drew from what they had learned about the scientific method from a program workshop. SPP staff and the technicians aim to find out the most consistent pre-treatment to overcome the physical dormancy, plus the best length of time in cold-moist conditions to reduce physiological dormancy. Together we developed a methodology to test means to overcome the dormancy of kinnikinnick seeds and promote germination. In December, SPP-Evergreen and SCCC staff gathered with the technicians to perform the range of pre-treatments.

We performed three pre-treatments and a control. First was to dip the seeds in 80°C water for 2 minutes; second we immersed seeds for 24 hours in an acid bath of distilled white vinegar (the most acidic thing we could use in a corrections setting). The third treatment was a very controlled burn: after safety precautions were in place, seed was laid out on a bed of sand and covered with 2 cm of sand; 12 inches of dried grass clippings were piled and lit aflame. Since December in Aberdeen, WA is not particularly dry, fire-prone time of year, significant effort was put into keeping the flame burning.
The seed from each treatment was sown separately in the nursery’s standard cone-tainers, and will spend the winter in cold-wet stratification. Only warming weather of mid-spring can bring forth answers to our germination trials, but already the technicians, staff, and the bumble bees are betting on the outcome.
