Turtles Arrive at Cedar Creek

Ten western pond turtles have arrived at Cedar Creek Corrections Center (CCCC). Washington Department of Fish and Wildlife (WDFW) Biologist, Emily Butler, delivered the first four turtles to CCCC in early December and provided incarcerated Biological Technicians with an overview of turtle care for this year’s program.

Upon arrival, and before technicians transfer them to their new homes, the turtles are offered an appealing snack of prison-grown mealworms.

A state listed endangered species, the western pond turtle struggles with a shell disease. Each year, wildlife veterinarians at Progressive Animal Welfare Society (PAWS) treat afflicted turtles. Technicians at CCCC then care for, feed, and monitor the turtles through their recovery period. In the spring, they will be released back into their habitat.

The turtles at Cedar Creek have access to underwater and basking areas, both heated to comfortable temperatures for the turtles. While their surroundings are kept simple and clean during their recovery, it is important that the turtles have hides where they can escape for some privacy. This enclosure features two hides, one for each of the turtles.

The turtles are typically housed two per enclosure, for companionship. Technicians monitor each pair to ensure compatibility.

CCCC has been caring for western pond turtles from the Puget Sound region since 2013. The biological technicians have the program running smoothly and efficiently.

Taylor’s checkerspot wake up and release

Washington’s winter was exceptionally cold and wet this year, posing unique challenges for SPP’s Taylor’s checkerspot rearing program. After a deceptive warm spell, the butterfly technicians at Mission Creek Corrections Center for Women (MCCCW) brought the caterpillars out of winter diapause only to find that spring was yet to come! Temperatures plummeted and constant rainfall postponed the larval release that typically follows within a few weeks of wake up. But in spite of this delay, technicians patiently fed and nurtured over 3,000 hungry caterpillars as we waited for weather to improve.

Everyone (including the caterpillars) thought it was time for spring. But winter returned with additional snowfall at the MCCCW rearing facility.

When environmental conditions finally improved, SPP transported the caterpillars to field sites for release. Our partners at Washington Department of Fish and Wildlife (WDFW) were happy to see healthy and active larvae crawling about in the sunny weather. Sadly, the women from MCCCW were unable to attend the release this year, but their efforts in the lab were recognized as critical in transitioning these larvae from captivity to the wild.

In all, about 2,500 Taylor’s checkerspot larvae made it out to Salish lowland prairie reintroduction sites where they continue to support the recovery of this endangered species and their habitat.

Frog Release 2015: Celebrating the Program that Paved the Way!

On October 6th, SPP partners from Department of Corrections and The Evergreen State College gathered with representatives from Joint Base Lewis-McChord, Washington Department of Fish and Wildlife, Northwest Trek, and Woodland Park Zoo to release frogs into a Pierce County wetland. This marks the sixth season of the partnership raising federally-threatened Oregon spotted frogs at Cedar Creek Corrections Center (Cedar Creek). It was a joyous occasion as all the partners gathered to release frogs from the three rearing programs.This year Cedar Creek raised 167 frogs and they have raised a total of 879 frogs since the program started in 2009.

The program is likely to end while scientists focus on learning more about effective recovery strategies. The likely suspension of the program provides an opportunity to reflect on successes and the many contributors who have dedicated their time to this effort.

The Oregon Spotted Frog program is the first known prison animal conservation program in the United States. We were able to do this work because several key science partners were convinced that a collaborative program operated in prisons could contribute to species recovery. Special thanks to biologists Jim Lynch and Marc Hays for recognizing the potential of this program.

Since the program started, 13 inmate technicians have received herpetological training and education. SPP inmate technicians have matched the success of programs hosted at zoo facilities. The current technicians, Mr. Boysen and Mr. Anglemyer, have done excellent work!

Four corrections staff have served as the SPP Liaison for the program. Each of these staff have accepted this work in addition to their regular duties. Thanks to Ms. Sibley, the current program liaison—her time and dedication has been so important to program operation. Also, special thanks to Superintendent Doug Cole for years of enthusiastic support for the program.

Six graduate students from Evergreen’s Masters of Environmental Studies program have served as program coordinator. Each student makes important contributions and improvements to the program. Sadie Gilliom is the current program coordinator. Sadie’s program contributions have included science seminars, animal behavior studies, and updated outreach materials.

The Oregon Spotted Frog program at Cedar Creek paved the way for conservation programs in prisons. Through the success of this first program, collaborators proved conservation work can be done well in prisons, and that it can be rewarding for everyone involved.

As a result, new conservation programs have been started in Washington prisons and prisons in other states. SPP partners at Cedar Creek will continue caring for Western pond turtles, another species in need. Now that the frogs are gone we will be keeping an eye out for new science and sustainability programs to introduce to the prison. May these new programs be as successful as the frogs!

Frog Predator Response Experiment at CCCC

The Oregon spotted frogs (OSF) at Cedar Creek Corrections Center (CCCC) are the subjects of a growth comparison study between two separate OSF populations: Black River and Conboy Lake.  Inmates at CCCC are raising the two populations side-by-side in separate tanks, keeping all rearing conditions identical, in order to compare growth rates.  Measurements have been taken throughout the rearing season and will be taken again just prior to release in October at Joint Base Lewis McChord.  The OSF population at Conboy Lake is the only source population that successfully cohabitates with bullfrogs, a primary predator of OSF.  The hypothesis is that OSFs from Conboy Lake are bigger in size, and as a result of that, are faster in their response to predation.  This study will help determine whether or not captive rearing efforts should focus primarily on the Conboy Lake population.

As part of the comparison study, the OSFs predator response instincts were also tested.  Twenty frogs from each population were isolated for a short period of time in a stimulus free environment.  One by one, they were placed in a large plastic tub filled with just enough water to cover their bodies.  Once they relaxed enough to come to the surface and rest with their eyes out of the water, a plastic ball–tethered to stop before impact–was dropped from above, simulating a predator in the wild.  Each individual test is filmed to record the amount of time it takes each frog to react to the “predator”, and also to record response distance in its effort to escape.  The film is reviewed and data logged at the Oregon Zoo.  The data will allow for a parallel test between the Black River and Conboy Lake populations, and also a comparison between OSF rearing institutions, CCCC and Oregon Zoo.

The experiment took place at CCCC under the supervision and guidance of Senior Research Scientist Dr. Marc Hayes and Kyle Tidwell from the Oregon Zoo.  SPP interns Dennis Aubrey and Sarah Weber, and CCCC OSF inmates assisted with noting sex, coloration and tag number as well as taking the measurements and weight of each individual frog in order to identify any size or mass related variation in response. The inmate’s contribution to the predator response experiment and the side by side growth comparison study is integral to development of the OSF captive rearing program.  The rearing season continues at CCCC with inmates raising fat, healthy frogs getting closer to their release date.

Frog Project Initiates New Research

Over the winter inmates in SPP’s Oregon Spotted Frog (OSF) program at Cedar Creek Corrections Center (CCCC) have been caring for frogs from Northwest Trek, the Oregon Zoo, and the Woodland Park Zoo that were too small or unhealthy for release into the wild. The frogs have thrived under the offender’s constant care and are slated for release late this winter. By caring for the undersized frogs, CCCC has helped the zoos save money and staff time as they prepare for the new frog rearing season and tend to the many species of animals in their care.  The experience has also provided more hands-on science training for offenders.

The CCCC frog program is expanding its rearing space from one tank to four and will accept twice as many frog eggs this season. Using four tanks will allow side-by-side comparison of frogs from two locations, Conboy Lake and the Black River. Conboy Lake frogs may grow larger and faster due to their exposure to invasive bullfrogs.

Washington Department of Fish and Wildlife Senior Biologist Marc Hayes suggested the comparative study at CCCC to to test this hypothesis and its implications for frog conservation. Partnering with SPP allows graduate students and offenders the unique opportunity to participate in this research.

To help reduce costs and the carbon footprint of the program, the SPP OSF team has also expanded and improved cricket breeding at CCCC.  After many trials and errors, and incorporating tips provided by experts, SPP staff and offenders are now creating a cricket husbandry manual.  The manual will be used to train the next group of offenders and students working on the project and may also help other facilities interested in sustainable source of crickets.

Inmates Restore Prairie, Make Video to Teach Others

The end of the growing season brings a lot of clean up and preparation for the Sustainable Prisons Project.  This year’s native prairie plants, raised in conjunction with offenders at Stafford Creek Corrections Center, are ready to be shipped off to their permanent homes. While some of the plants will be sent to Joint Base Lewis McChord (JBLM), others are being distributed across various restoration sites around the south Puget Sound prairie landscape. Many are being planted to enhance habitat sites for Taylor’s (Whulge) checkerspot (Euphydryas editha taylori) butterflies.

Delivery and installation of the 173,336 prairie plants began a few weeks ago and will continue through early spring 2011. For all the partners involved in this fantastic restoration project, this is a great accomplishment. Together we have increased the amount of plants produced by 70% compared to 2009.

Reaching the delivery and planting phase  is the result of a lot of hard work. One of our biggest challenges has been working with wild collected seed and recalcitrant or difficult germination strategies. The various species of native prairie seeds are sown into yellow tubes or cells, then stored in larger trays. The total number of cells sown by the offenders was 338,485 with 2 to 6 seed sown per cell.  In the end, approximately 5o% of the cells contained plants.  This low fill rate may be caused by the quality of the seed material, the low viability rate of the seed, or the variability in the dormancy to germination process.  The prairie plant restoration project at Stafford Creek Corrections Center is an evolving process – there still a lot to learn about how to best grow these native prairie plants.  Our cooperators at The Nature Conservancy are working every season to improve seed quality through better collection, threshing, and processing techniques.

Another factor in the low success rate per cell may be human error. Working with so many plants is just plain difficult sometimes. However, with time and experience the tasks become easier and more expertly accomplished. The current crew of offenders has worked diligently this summer to hone their skills and improve the efficiency of the nursery project while also improving morale and camaraderie. This effort shows in the number and quality of plants produced. They will also be able to help train and pass on these skills to offenders in the future, which will add to the success of the project.

Part of mastering any skill is the ability to teach it to others. The process of teaching a skill causes us to look more closely than we usually do to the mechanics of how we perform a task. Work conditions in a corrections center lead to frequent turn-over in the offender employees. Some sort of training tool was needed to get new offender employees up to speed and give them an understanding of the context and purpose of the nursery project.  The well-trained and skilled crew at SCCC recently helped create a video to serve as a training tool for new offenders working on the project.  Over the course of a few weeks, offenders practiced developing a script around their particular expertise in the production process. We decided to focus on five skills: 1) preparing soil and fertilizer in the cell trays, 2) sowing the seed of three species with differing seed sizes, 3) covering seed with soil or gravel grit, 4) record keeping  and 5) watering, weeding and cultivation skills.

The Center for Creative and Applied Media (C-CAM) at The Evergreen State College provided the production help and equipment for a day of filming at Stafford Creek. The students and staff from C-CAM did a fantastic job drawing out the script from the offenders, as well as setting up and framing the video.

The training video would not be complete without providing the context for why this nursery project exists. The nursery work and skills are good training for offenders, but another goal is to restore important prairie habitat for threatened and endangered species throughout the south Puget Sound. Some of the plants from SCCC were delivered to a prairie on Joint Base Lewis McChord (JBLM). During the first week of November, a hard-working field crew was on hand to plant out 30,000 plants to increase butterfly nectar sources and serve as larval hosts.

Luckily, nature provided us with a spectacular backdrop and view of the prairie lands at JBLM, perfect for filming a training video.  The students from C-CAM were able to practice filming a wide variety of shots.  The resulting video will be edited over the next few months, voice-overs added, and it will be finished in February. This will be a valuable training tool for new offenders joining the nursery crew during 2011.  As training improves and new discoveries are made each season, we look forward to improved native plant propagation operations.   Watch for the finished video on our web site February 2011.

Offenders Prepare for Frog Release

Offenders at Cedar Creek Corrections Center have been preparing their Oregon spotted frogs to be released in late September at Joint Base Lewis-McChord.  In this process each frog must be weighed, measured, pit tagged, and photographed. Pit tags are little chips that are inserted under the skin which can be scanned to reveal an ID number. Following release into the wild biologists can recapture frogs, scan the tag, and identify individuals.  Once they have identified an individual frog, scientists compare the frog’s weight and size prior to release with current weight and size.  These measurements help the biologist assess the individual’s health and may provide an indication of their ability to survive in their natural habitat.  If a frog has lost the pit tag, it is possible to identify them from their photo. Each Oregon spotted frog has a unique spotting pattern on its back.  Preparing the frogs for release is one more way offenders at Cedar Creek are contributing to scientific research and assisting with the recovery of Oregon spotted frogs.

Beekeeping prisoners: Science inside the fence

In the summer of 2009, the Sustainable Prisons Project sponsored beekeeping classes at the Stafford Creek Corrections Center (SCCC) in Aberdeen, Washington. I participated in the program which maintained four beehives inside the prison: three alongside the prison’s vast vegetable garden and one inside an “observation hive” in a commercial, cold-frame greenhouse. The program was remarkable in several respects.

My 11 years of confinement taught me prison’s hostile captor/captive dynamic. Our prisons isolate criminals — not just from the communities in which they’ve committed their crimes, but from nature, and from normal, healthy relationships. The type of “outside the box” thinking that spawned the Sustainable Prisons Project holds great promise for prison reform in ways most free-world people can’t understand. I’ll try to explain.

For two months each Wednesday at noon, entomologist Sam Hapke met with about 10 of us in SCCC’s V Building. On our first day, after some instruction, we went out to inspect the hives. Our initial fear of being stung had a weird affect on us — the “fronts” we put up as prisoners fell away in a sort of humble awe amidst the force of nature the bees represented.

It’s impossible to maintain a “tough guy” facade when handling bees. Pretense falls away in the symbiotic relationship between man and bees — things can go wrong quickly if you’re not on your best behavior. And it did cultivate our best behavior. Without our being told, we picked up on our interdependence with the bee. The larger message of our interdependence in society — which the bee is an important part of — was also immediately apparent, despite our not being told.

To me, there is something folkish about beekeeping. Perhaps my ancestors were among those early colonists who brought Apis melliflora (the “white man’s fly”) to North America. It was almost as if some Jungian collective memory was triggered in me. I felt quite at home dismantling and inspecting hives, engulfed within the swarm of bees whom I trusted somehow not to sting me. And I was never stung, despite my never wearing protective gear. I’m not afraid of being stung anymore.

I am hooked on beekeeping. From my perspective, every other prisoner in the program was affected in a similar way. The value of the program became apparent when I considered what it would be like if more prisoners were participating. You should consider that, too.

I propose a permanent relationship between agricultural researchers and inmates in Washington State. We could call the program “Apicultural Research in Prisons.” Since our civilization is utterly dependent on bees for its agriculture, and since bees are presently threatened by widespread colony collapse disorder, it would benefit us to form such partnerships with university agricultural extension services.

What better place than prisons for this kind of work? The controlled environment of facilities like SCCC lend themselves to reliable statistical research that can help scientists examine our most pressing environmental problems. It’s a natural fit, one that benefits researchers, prisoners and society.

Beekeeping at the Stafford Creek Corrections Center

In the summer of 2009, more than a dozen offenders at the Cedar Creek and Stafford Creek corrections learned skills in beekeeping. Led by Evergreen scientist Sam Hapke and correctional staffers Vicki Briggs and Doug Raines, our part-time program involved both classroom study and outdoor work with hives in each prison.

Offenders learned about bee biology and behavior, hive construction and maintenance, beekeeping equipment and commercial business practices — profitable skills for a post-prison career, be it in honey and beeswax production or pollinating fruits and vegetables in orchards and farms.

Under Hapke’s guidance, next year we hope to design and conduct inmate-led research projects with publishable results, not only advancing science, but also modeling this training program for other institutions. Often located in rural areas, prisons are uniquely positioned to support the pollination of wild and commercial plants while helping scientists study the alarming threat of bee colony collapse.

Beekeeping: More than honey

There are opportunities that come along only once in a lifetime, and I experienced one this week. Project Manager Jeff Muse and I visited the Cedar Creek Corrections Center (CCCC) to debrief offenders involved in our pilot beekeeping program with biologist Sam Hapke. When we arrived, I spotted five inmates preparing a multitude of hives for the coming autumn. Jeff suggested that I get in the middle of the action, and before I knew it I was in a veil and gloves, standing among honeybees.

Unexpected opportunities like this make my job that much more unique and special. What an experience to have thousands of bees buzzing about me, enveloping my hand as I touched their hives. There are times when you glimpse that there are much larger things at work in the world than you and your affairs. This was one of those awe-inspiring moments.

Later, while seated as a group on the prison’s lawn, Jeff and I assessed the beekeeping program through evaluative surveys and a taped discussion with the offenders and Sam Hapke. One of the most important reasons for our work is to introduce inmates to useful skills in science and sustainability while engaging their minds and inspiring positive attitudes and behaviors. Our intimate conversation revealed that beekeeping is hitting the mark. The offenders indicated that they are learning marketable skills for their lives after release, be it in commercial beekeeping or by starting their own hives at home. Plus, they regard the activity as a therapeutic tool, helping them grow through hands-on problem solving and a sense of responsibility for a world beyond the prison’s fences.

From standing among swarms of bees to hearing first-hand how lives can be changed through education, I can honestly say that there is never a dull day for me at the Sustainable Prisons Project. Indeed, it’s changing my own life.
